About PAGABO Framework bids and how we help you win
Pagabo is a framework with a single key focus – Social Value. The Pagabo framework advances the level of social value and local benefits associated with government contracts in the EU and the UK. A highly popular platform for the broad range of social value benefits it provides buyers, being appointed to a Pagabo framework can be a lucrative and rewarding result for any small business.
Pagabo framework and contracts start from £250,000 and extend into the millions of pounds as there is no specific cap. They give suppliers the opportunity to bid for contracts which their values align with, and give purchases the opportunity to ensure the economic, social and environmental benefits of their expenditure and contract flow through to the local community and have a tangible social benefit.
Suppliers can give back to their community whilst growing their businesses and expanding their client base through Pagabo frameworks and our bid writers especially enjoy working on these types of bids and tenders.

What is the objective of the Pagabo Framework?
The objective of the Pagabo framework is to drive social value. It has been developed to ensure that the downstream social and economic benefits of the contracts flow through to the local communities that the contract operates in. For example, upskilling local people with skills they may not otherwise had the opportunity to gain in their local area, supporting
environmental initiatives, and purchasing goods off local and small businesses are all good initiatives. When writing a bid to Pagabo that wins you appointment to a framework, we help our clients by ensuring a social objective is integrated throughout your bid as a win-theme, not just the questions on social value. You have to keep these objective in mind throughout your bid in order to win a Pagabo contract.
Should I bid for a Pagabo Framework and will it win me work? Are there bid writing consultants that can help me write the submission?
Yes – Our team of bid writers at Tsaks Consulting can help you write a tender to Pagabo for a framework – and we have lots of experience winning frameworks for our clients. Assuming you have the appropriate experience and expertise for one of the Frameworks, the reason we recommend clients to bid is because being awarded to a Pagabo framework opens up substantial sales and revenue opportunities for all businesses including SMEs.
The buyers are government entities (or associated) and there is scope to sell across all of the UK. In addition, you can utilise the Loop service to quantify your social value commitment. Our bid writers recommend using Loop as it puts a framework around your solution value commitment. Firstly, it helps you put a number and value of it. This has more credibility with the procurement team and from a winning the bid or framework perspective, puts you at a strategic advantage to your competitors. Secondly, it helps you put a dollar value on your commitment so that you don’t overcommit and end up with an unprofitable contract.

Our Guide and Bid writing Tips and Strategies on how to successfully write bids for the Pagabo Framework and Dynamic Purchasing Systems
Pagabo has delivered huge benefits at a local level to the UK. In addition to adding to Social Value, it has also delivered benefits to SMEs who have won access to the framework and benefited financially from the 3.125 billion in expenditure through Pagabo frameworks to date.
In order to increase your win rate and chances of success we advise employing the below strategies:
- Ensure your bid reflects the specific and localised social value requirements and challenges of the buyer. This is critical because you can’t just cut and past the same Social Value initiatives for each buyer or each framework submission. You need to tailor them to the local area you propose to operate in. You need to also ensure that your social value initiatives tackle the challenges they face. Research what the challenges are, such as youth unemployment, and then tailor your social value initiatives to tackle and address those challenges.
- Make sure you apply for each lot individually and you don’t do a blanket application for multiple lots. These is an error which we have seen many clients make, particularly when we are reviewing their bids. It is more time consuming, and generally harder work to tailor your application to each individual lot, however, it is definitely necessary. There are differences in requirements for different lots, and you will therefore need to tailor your application for each lot and write an individual response. There may be some areas that are the same, however, a tailored and localised solution is generally what will score well and end up with a winning Pagabo framework submission.
- Write your bid with the MEAT principal – Most Economically Advantageous Tender – in mind. This is critical because Pagabo will purchase based on what it views as best value for money. This is where putting a monetary value on your Social Value initiatives is critical. You do not necessarily win with the cheapest tender. It’s the best ‘value’ tender. Therefore, if your social initiatives or other value added services drive value, this will be incorporated into Pagabo’s decision about what businesses to award the Framework to.
- Qualify opportunities to bid for those you are most suited to. You can monitor for opportunities through the Pagabo website and MyPagabo. Make sure you put the appropriate resources in to developing a quality bid and in addition, don’t bid for a framework if you don’t meet the basic requirements.
- You need to showcase your social values to win. It’s not good enough to have the experience and expertise to deliver the goods. Pagabo like to partner with SMEs and businesses that are focused on Social Value. That means that you need to outdo your competitors in this regard and show that we have a Social Value focused culture. You have to exceed the requirements and provide good story around your mission in terms of social value.
Meeting the Pagabo Framework Bid and Tender requirements
- Provide an innovative service. You score well when you deliver innovation in your bids and this is a requirement on their part. Incorporating innovation through efficient machinery for building projects, streamlining coordination of personnel on the road to minimise emissions, or minimising paper through IPads and other technology are examples of initiatives that will meet this requirement.
- Check the qualifications to ensure you comply. There will be qualifications required for your personnel as well as possible memberships of National Federations. Ensure you comply with these.
- Submit on time and give yourself some buffer time. This is also important as many clients run into problems with the upload process for RFP and tenders.
Pagabo frameworks are split into lots, and also often split into the different size of works. These include small works, medium works and major works. There are equal bidding opportunities for SMEs and our bid writers can help you write bids and tenders for your next framework application to Pagabo.
