Tender writing assistance for the G-Cloud 14 Framework
With applications for the G-Cloud 14 framework having opened on Monday the 19th of February, many industry players have been busy reviewing the opportunity and developing an initial plan to submit their bids.

What is the G-Cloud 14 Framework Agreement?
The G-Cloud Framework is based on a framework agreement. A framework agreement is where the UK Government engages multiple suppliers on a ‘framework’ as opposed to directly engaging a single supplier. It then procures services of the pre-approved list of suppliers which are on that framework. On this occasion, the G-Cloud 14 Framework is an agreement between the government and the suppliers of cloud services.
What has changed compared to the G-Cloud 14 Framework:
There is an additional Lot (Lot 4) in the newly introduced G-Cloud 14 framework. The framework is now broken down into four individual Lots (which you can bid for individually, and you can of course bid for more than one Lot):
- Lot 1: Cloud Hosting (PaaS, IaaS) – cloud performance or infrastructure which allows buyers to deploy, manage and run software, and provision and use processing, storage or networking resources.
- Lot 2: Cloud Software (SaaS) – applications which are accessed over the internet and hosted in the cloud.
- Lot 3: Cloud Support – to help set up and maintain cloud software or hosting services such as;
– Cloud migration planning
– Set up and migration
– Security services
– Quality assurance and performance testing
– Training
– Ongoing support - Lot 4: Cloud Support (Further Competition). This lot has the same scope as lot 3, however, it has been designed for more complex projects and services as well as cloud support projects that are much larger in scope.
What will happen to G-Cloud 13? Do I need to apply again for G-Cloud 14?
If you are already on G-cloud 13, you still need to apply for G-Cloud 14. G-Cloud 14 will override G-Cloud 13.
Do I need to apply if I am already on G-Cloud 13?
The simple answer is yes. If you are already on the G-Cloud 13 framework, you will still need to apply to G-Cloud 14 as the previous services will now be removed.
What does my business need to do to join the framework?
The key steps to joining the framework include:
- Create your own supplier account
- Register for Companies House
- Possibly provide your DUNS number (or alternatively create an account with Digital Marketplace)
- Submit your application.
