Case Study 1: Dublin City Council Waste Management
Nature of the contract: We assisted a local SME to write a winning bid to Dublin City Council. This was an open RFT for the collection of kerbside waste. It was a highly competitive bid with a number of national competitors all competing for the contract. Some of them had a more advanced equipment and trucks, whilst our client had the strategic advantage of being more dynamic and able to better focus on the opportunity.
Our strategy for success: We worked with the client to develop a winning tender and bidding strategy that would have them score well and communicate clear messages about their business and win themes. This involved talking about their operational efficiency and the benefits they bring from being a local operator with hands-on knowledge. We also talked real, practical ways we would achieve DCC’s sustainability targets and goals and come up with targeted and tailored strategies from this. Another key point was fleet reliability. Our client had an in-house mechanic as well access and inventory for replacement parts.
A winning bid for the Dublin contract: We worked closely with the client to develop a bid that was ultimately successful. We did this by incorporating graphics and infographics throughout the bid as well as providing evidence for all the key points we put forward. We worked with the client to find third party references and testimonials which we could include in the bid as well as come up with a methodology that was detailed included a practical approach to ensuring fleet uptime. We also come up with a sustainability strategy that directly reflected the aims and strategy provided by DCC. Our client was successful, and the bid was both compelling and persuasive.
Case Study 2: Helping an IT client secure an IT services framework for the HSE
Nature of the contract: This was a tender / bid for a framework agreement for the provision of Cloud Migration and Support Services. Our client was overseas based, with some presence in Dublin although their presence and experience was relatively new on a local level. They had strong international experience particularly in the UK and other European governments – where they also provided us references and conducted very similar work.
Our strategy for success: There were some significant challenges we needed to overcome in order to develop a winning bid strategy for this contract. Firstly, we had to focus on their international experience to overcome their lack of local experience. We also incorporated two key sub-contractors based in Dublin. Both of them had local experience and we used this experience to help strengthen the bid. We also has to convince the reader and procurement teams that we understood and would comply with the relevant Irish data protection laws as well as the relevant EU laws. We overcame this by referencing our EU experience and naming and incorporating a consultant as part of the bid to ensure compliance with Irish Data protection laws. Finally, their limited experience meant they had limited knowledge of the Health Service Executive’s IT infrastructure. This put local firms at an advantage from a bidding and tendering perspective. We overcame this by focusing on knowledge transfer from our local sub-contractors as well as the similarities in terminology and structure with other health departments.
A winning bid for our client in Dublin: The bid was successful. The strength of our local sub-contractors, coupled with our clients international experience and the benefits it would bring to the contract were both critical to success.
Three strategies to writing winning local Government bids and tenders in Dublin
