Urgent bid writing help in London and across the UK

Urgent Bid Writing Help

Bids and tenders are highly demanding and will often drain your companies’ resources. Many businesses often find themselves contacting us here at Tsaks Conuslting looking for urgent bid writing help. Some of the reasons organisations (and our clients) across the UK require urgent assistance include:

  • They didn’t know about the ITT or Framework release and only find out about it with a short amount of time to spare.
  • They have used AI to write the bid only to review it internally and realise it is of poor quality.
  • They work on the bid, however, fall behind and need help in the last three or four days to get on top of it again.
  • There is simply too much writing involved and there are supporting documents that need a lot of work. They don’t have the time to complete the supporting documents and underestimate how much work is required.
  • They have a key team member who is ill or needs to take leave for some reason and you need help with submitting a quality bid.

Generally speaking, most businesses have the best intentions of writing a winning bid or tender, and accidently and through no fault of their own are in a position where they need urgent and immediate bid writing assistance. Our team here at Tsaks Consulting UK can provide immediate and sometimes round the clock support to help you submit your bid ont-ime.

How Tsaks Consulting provides urgent bid and tender writing help and support in London, Manchester, Leeds, Birmingham and across the UK

Our team of bid writers provide urgent bid writing support to businesses across the UK. We do this through our urgent bid writing service and are uniquely positioned to provide this service because we have:

  • A team of bid writers on hand to assist. We always have a buffer in place of 20% capacity here at Tsaks Consulting. That means that if we take bids and tenders on, we still have a little more room in our team to be able to help with any urgent tasks. The reason for this is simple. Sometimes there are addendums that are issued which require more work that needs to be completed on current tenders. Other times, our professional bid writers will help clients with urgent bids. If our team isn’t busy writing a tender or helping a client respond to a framework, there is always other work to do while we are on standby.
  • Our director, Jason Cooney, works around the clock. This is a big benefit to anybody looking for bid writing help with a quick turnaround. He works after hours and on the weekends to turnaround urgent bids and tenders for clients across the UK. That means if you contact us out of hours you will generally get a call back and we can start working on bids straight away. For example, we can work on a bid over the weekend and have drafts ready for input from key subject matter experts by Monday morning.
  • An agile organisational structure and a sense of urgency in our internal operating systems. At Tsaks Consulting, we are an agile bid writing consultancy that can quickly pivot in different directions. We also have a sense of urgency to everything we do – whilst not compromising quality. That means everything from responding to clients to sending you a quote and scoping out a bid is done with urgency. This puts our team here at Tsaks Consulting UK in a position to assist with urgent bids.

A quick tender writing service who can provide emergency bid writing services within a tight deadline for last minute bids

Here at Tsaks Consulting we provide one of the fastest tender and bid writing services in the UK and have helped many businesses so far in 2025 respond to urgent tenders and meet tight deadlines. Some of the methodologies and strategies we used to work to tight deadlines here at Tsaks Consulting include:

  • Dividing the questions and response into bite-sized chunks and then distributing them amongst our team with a guide on writing style to ensure overall consistency.
  • Using existing template responses and tailoring them to the opportunity.
  • Project managing the process so that we keep working on the bid whilst awaiting information and input from key stakeholders.
  • Leveraging on our experience to quickly review the contract and evaluation criteria for any salient points or requirements.
  • Working on the hard questions first! Tackling the challenging responses and putting a process in place for creating the supporting documentation.
  • Writing in final copy. This sometimes helps for urgent tenders when there is no time to edit, review and spellcheck.

Assistance with the DOS 7 Framework application – Bid writing help to win more public sector work

DOS 7 Bid Writing Help

The DOS 7 (Digital Outcomes and Specialists) framework ITT has been released and is an excellent opportunity for UK businesses to secure public sector work. Here at Tsaks Consulting, we have experience helping with helping clients secure placement of the previous DOS frameworks and helping them secure work out of it.

What are the different Lots?

The framework is split into four separate lots including:

  • Lot 1: Digital outcomes: This is a panel/lot for public sector organisations looking for full digital delivery teams to work across all the different phases of the digital process. They are looking for suppliers and providers to assist with the alpha, beta, live, and retirement. They are generally outcomes-based projects.
  • Lot 2: Digital Specialists: This is focused on individual specialists which have a specific skillet. It is great for small and medium enterprises as well as individual consultants who want to win government work and have a highly specialised skill. Our team helps consultants write the submission for the ITT for this lot and sometimes secure their first framework award.
  • Lot 3: User Research Studios: User research is critical for many organisations in developing digital services. This Lot is designed for suppliers who provide physical spaces and have the capability to conduct user research.
  • Lot 4: User Research Participants: This is for recruitment providers or suppliers who have the network and capability to recruit and manage participants for user research programs. Providing this service may appeal to different organisations who have the capability to provide and recruit research participants.

The application opened on May 12, and the deadline is June 20 – 2025.

What businesses across the UK may apply for DOS 7

Any business who can provide the services detailed in the Lots can apply for DOS 7.  You will of course need to comply with all of the mandatory criteria. Examples of businesses that will deliver these types of services and will typically apply include digital transformation and services providers, developers, designers, project managers, business analysts, as well as digital agencies, consultancies, and systems integrators.

In addition, we have helped many SMEs and consultants apply for previous DOS ITT agreements. They will also consider applying including product managers, Software developers, User researchers, data scientists, cyber security experts, performance analysts and Technical architects.

How Tsaks Consulting can help you win

Our team of bid and tender writers have a track record of helping clients apply for and be awarded to the Digital Outcomes and Specialists Framework. We can help you:

  • Project manage your submission.

We help businesses across the UK including in London, Leeds, Manchester, Birmingham and other cities as well as regional and remote areas.

Call us today to talk about how our consultants can help you write your response to the DOS 7 Framework issued by Crown Commercial Services.

2025 Guide to Writing Winning Construction Tenders in the UK

Construction bids and tenders in the UK

Writing and winning construction tenders and bids in the UK requires more than simply submitting a price (although many years ago that used to be the case). You need to demonstrate that you have a well thought out methodology, the experience and expertise to deliver the project as well as a track record of success. Add to that the need to have robust safety and quality procedures in place as well as well as any specific licenses and qualifications and you are in a strong position for success.

Construction and building tenders across the UK, including in London, Birmingham, Manchester as well as Glasgow and other major cities and regions are highly competitive with pricing being a significant factor as well as a demonstrated commitment to Social Value. You have to submit a compelling and persuasive proposal to be successful and come up with a value proposition that resonates with the particularly public or private sector client.

Our team of expert bid and tender writers here at Tsaks Consulting specialise in helping construction companies across the UK win frameworks and other government contracts.

The different types of construction contracts, frameworks, bids and tenders you can bid for

Depending on the procurement entity (such as a public sector procurement body, framework, pirvate sector company or public entity, there are different types of procurement methods adopted by organisations. Another key factor is the size of the project and the level of detail or complexity required as part of the procurement process. The Tsaks Consulting bid writing team has experience writing bids and tenders for building and construction projects across a range of different tendering and procurement methods. These include:

  • Open Tendering: As the name suggests, this tender process is like a free for all. Any construction or building company can bid for the opportunity and it’s often quite competitive. On the positive, there is a high volume of projects and contracts released through open tenders within various industry sub-sectors. The majority of the construction bids and tenders we help client with across the UK are open tenders and the Tsaks Consulting UK team has had great success helping small, medium and large construction companies win government and private sector contracts through the open tender process.
  • Selective Tendering: This is when you are pre-selected to tender for the opportunity. Generally speaking, the client has identified specialised providers for their work and invited a select number of potential suppliers to tender. Putting in the business development groundwork here is critical in order to secure an invitation. For construction projects in the UK that are highly specialised, it’s not unusual to be invited to bid and is generally a great opportunity to secure a contract which you are largely qualified to deliver.
  • Negotiated Tendering:This is where there is a continuation of a current process, and therefore a tender is released and negotiated with the current contractor and potentially an additional provider. Careful and considered negotiation is critical to securing the contract.
  • Framework Agreements:These are long term agreements where builders and construction companies are appointed to a framework and are awarded smaller amounts of works once appointed. They can last for up to five years and sometimes longer, and cover different geographical areas. We have helped many clients be awarded to frameworks with CCS, Fusion and other frameworks and it has been an absolute game changer for their businesses leading to increased and consistent income and revenue.
  • Two-stage tendering: This is where there is a consulting component first, followed by a construction component. This is completed in two stages and you generally need to bid or tender for each individual stage.

The team of bid and tender writers at Tsaks Consulting UK, led by Jason Cooney, will assist you with any type of tendering process.

Strategies for preparing a winning construction tender or bid that work in 2025

Most builders, construction businesses and tradies across the UK produce decent quality tenders. From our experience here at Tsaks Consulting UK, most of the clients we come across are at least at a 7 our of 10 level. With the level of competitiveness in tendering, 7 out of 10 is rarely good enough to secure a contract. The tendering process is highly competitive, and you usually need to score an average of 9.

Furthermore, due to the nature of construction tenders, with low margins and competitive pricing, winning bids based on a low price is generally not the best strategy and can lead to financial losses. We outline below a number of strategies our professional bid writers employ (and you can too) to help you win:

  1. Include evidence in your response. You can write anything in a bid, however, without evidence it isn’t credible. This is especially the case in construction bids and tenders. You need to include images and pictures of works to compliment your case studies, and provide evidence for any risk management and project management plans you plan to put in place. Finally, a robust methodology needs to be supported by facts, figures and evidence of how it has been successfully implemented in the past. Take the time to quantify as much as possible in your bid to score well and integrate testimonials throughout your bid where possible.
  2. Provide detailed case studies that show your experience. The key point here is that you need to link your previous experience to the requirements of the tender. Demonstrate to the procurement panel or team that your experience is highly relevant and makes you a qualified and credible provider to complete the project. Linking your CVs and team profiles to the opportunity it also important.
  3. Show that you have all the correct documentation, and also that you have the skills and systems to keep it up to date and report on it throughout the process. Having the right WHS, Quality and other compliance documentation is a pre-requisite for winning a tender. However, you can be almost certain that most other tenderers will have their documentation in place as well. Therefore, you need to show how you will keep it updated, as well as how you will implement and report on any safety and other initiatives throughout the course of the contract. This will reassure the government entity that you will implement a robust safety and quality methodology, rather than simply attach a few documents to your bid to comply with the tender process.
  4. Develop and demonstrate a clear commitment to social value. You can read more from our team on how to write an effective response to social value questions here.

Common errors to avoid and reasons for losing your construction tender or bid

The Tsaks Consulting UK team is one of the UKs leading bid and tender writing consultancies specialising in construction bids and tenders. 65% of the bids we work on are related to the construction, building and trades sector. As such, we work on many different bids every year for a broad range of construction and maintenance bids and tenders. Some of the key reasons we see clients miss out on valuable contracts include:

  1. Submitting a generic bid or proposal. This is always tempting as it’s quicker and easier to use generic content in a bid. You may even get AI to write some responses for you. The hard part – and the high scoring part – is to tailor the response and written content for the specific project or framework you are bidding for. In addition, it all needs to be a consistent tone throughout your bid or tender.
  2. Not allocating enough time to write your bid or tender – and then creating a poor submission. This happens a lot to many of our clients when they do not engage our help. They get off to a flying start in preparing their bid and then day to day operations and their day job gets in the way. All of a sudden the days slip by, they lose track of the tender and control of the tender process and there is a mad-rush at the end. It’s important to allocate the resources early on to complete the tender and have regular check-ins to ensure progress is on track.
  3. Getting the pricing wrong. Anything within the pricing that is unusual is often an alert from procurement teams. That means not understanding the scope of the project and pricing too low can have a negative effect on your result. In addition, pricing too high can also be a problem. Another issue is errors in the pricing. You need to be very careful not to rush your pricing response and make an error. Tender documents are often complex with assumptions and addendums being released constantly all of which often have an impact on pricing.
  4. Social value: take it seriously and come up with some well thought out initiatives. We have had many well qualified clients lose bids because they did not provide enough information and detail on social value.

Bid and tender writers near me – The benefits of hiring a local bid writer

Local bid writing support in the UK

The first thing most of our clients type into google when looking for bid writer is bid writing consultant near me or bid writing consultant in ‘xxxx’ area. It makes sense to find a bid writer that is close to you has an understanding of your local area, particularly when you are bidding for a contract that will be delivered in your local area.

However, there are other factors to consider when engaging a consultant to assist with your next bid or tender. Here at Tsaks Consulting UK, we have bid writers in our team that are located across the UK such as in London, Glasgow, Leeds and Manchester. When you are looking for a bid writer near you, we can often assist with one of our team members that is not only near you, but more importantly, has a comprehensive understanding of your industry and the experience and know-how to help you win.

Tsaks Consulting UK – Providing local support to business across the UK

Our team of bid and tender writers provide bid and tender writing services to businesses across the UK. We have an office and hybrid model which means some of our writers are based in our office in London, whilst others are based in Manchester, Bristol, and other cities and towns across the UK such as Birmingham, Leeds, Glasgow, Sheffield, Bradford, Liverpool and Edinburgh.

What does this mean? It means that when we help you write your tender we do so from an informed position about the local economy, activities of government departments and a comprehensive understanding of what you need to do to win.

However, there is another key factor to consider when hiring a bid writing consultant and which we consider when putting together a team of bid writers to help you win. Industry experience. Even if one of our writers here at Tsaks Consulting UK is located 1km from you, if they don’t have experience in the type of contract you are bidding or your industry, they may not be in the best position to assist!

A locally based, industry experienced tender or bid writer from the Tsaks Consulting UK team is usually best placed to assist you.

Other factors you should consider when looking for a bid writing consultant to help with your next framework, DPS or other application include:

  • The level of experience they have in your specific sector. For example, if you are writing a bid for an NHS contract, you need a writer with NHS experience.
  • Their track record of actually winning as opposed to submitting tenders. A writer can have five years experience but a poor success rate. Here at Tsaks Consulting UK, we measure our writer’s performance and suitability based on experience as well as actual success rate.
  • Responsiveness and ease of communication. If you are going to develop a winning bid, you need a productive team to put it together. Project managing the bid is often half the challenge and it’s important to have clear consistent communication from your consultant in order to achieve that.

What are the benefits from engaging Tsaks Consulting UK and our local bid writing consultants?

Some of the key benefits of engaging one of our local bid writers near you include:

  • We can often attend your office and work with you in person.
  • We know the local area and have more than likely written a framework application for your local Council or other public sector procurement body which you are tendering to.
  • We respond quickly and effectively over email and phone.
  • We can host training sessions at your offices and attend brainstorming sessions.
  • You know who we are and it’s a lot easier to trust us. We also have local contacts with charities and other local organisations which we can introduce to you to enhance your bid. The particularly applies in responding to social value questions.

Why our local bid writers enjoy the support of our wider remote bid team and what benefits this brings to our clients

At Tsaks Cosulting UK, we are one of the UKs leading bid writing consultations for a reason. We work as a team. That’s why even if you engage on of our bid writers in your local area, they will still ensure you enjoy the benefits of the wider bid writing team. These benefits include:

  • There is a good chance that for some of the questions you are asked, someone in our team here at Tsaks Consulting UK has seen this question in the past and knows how to write a high-scoring response.
  • No key person risk – because if our local bid writer gets sick, the rest of our team will keep writing.
  • We can work around the clock on our bid. We have team members in Australia who are part of our partner organisation and can help with your bid or tender.
  • The ability to handle complex tenders or work fast with a larger team of writers to provide urgent tender writing support to you.

If you are looking for a local bid or tender writers to help with an RFT, Proposal, DPS or framework application, call our team of experts who will assist.

Frequently asked questions by businesses looking for a bid writer near me or local bid writer

Is there an experienced bid writing consultant in my local area or location?

Yes. Contact our team here at Tsaks Consulting UK at info@tsaksconsulting.com and we will let you know which one of our bid writers is located close to you. Tsaks Consulting UK also offers remote bid writing services to all industries so if we don’t have a writer near you, we will still be able to assist you and leverage on the experience of our tender writers across all industries such as defence, construction, infrastructure, community services, not for profit, medical, healthcare and product supply.

What is the hourly rate I should expect to pay for a local bid writer near me to help review my bid?

As a general guide, our hourly rates start from 90 +VAT per hour. A bid review is an excellent way to get advice on improving your bid whilst still writing the entire bid in-house and keeping your external costs down.

Are APMP credentials critical for a bid writer?

No. There are many highly skilled and experienced bid writers who are not APMP certified. Also, the APMP course is a relatively short course. A University degree is generally more beneficial in our view, as well as direct bid and tender writing experience.

Tender Bidding: How to win work with the government and private sector

Tender Bidding Tsaks Consulting UK

If you want to win government and private sector work, you need to compete with other businesses. This usually goes through a framework, DPS, RFP, RFT or other formal procurement process. Companies across the UK go through the process of tender bidding. This is writing tenders and bids to respond to RFTs and other contract opportunities to demonstrate their experience and expertise and ultimately win more work.

Tender bidding is more than just completing a form. It’s about strategizing and writing a bid that is compelling and scores well against the tender evaluation criteria. You need to adopt a methodical and detailed approach to succeed in securing government contracts. At Tsaks Consulting UK, we help businesses across the United Kingdom write, design and submit winning bids and tenders across all sectors such as medical, defence, manufacturing, construction, community services and more.

In this guide, we will run you through the tender bidding process and what strategies you can adopt to win.

What does tender bidding entail?

Contract notices are published by buyers in the public and private sector. They are used as part of a formal procurement process to buy goods or services. If you imagine, for example, a large organisation is spending over 500,000 or more on a good or service, they need to adopt a formal process in order to ensure they are getting value for money and are procuring from the most suitable supplier. To do this the put together a set of documents (sometimes public sector organisation use a template) and issue a notice that details what goods or services they are looking for and other information.

Most public and private sector organisations use procurement portals, for example, Proactis, Atamis and others) whilst some still rely on email. As an organisation looking to win the contract, you can log onto the portal and download the documents, read through the request for services and then upload your bid. The RFP, Framework or other documentation will usually detail:

  • Their terms and conditions for engagement
  • A draft contract
  • An evaluation criteria (and the percentage weighting on each question/section)
  • A description of the project or scope
  • A form or returnable schedule to complete

When going through the tender bidding process writing a bid or tender response you will need to (among other things):

  • Provide information on your entity such as address, directors and other corporate information.
  • Supporting documentation on systems and processes such as Health and Safety Documents.
  • Details on your experience and expertise.
  • A methodology on how you will deliver the service or project (if applicable).
  • Details of any products you will provide.
  • Customer service, modern slavery and other plans.
  • Details on your operations and approach to servicing the client.
  • Details and a schedule on your proposed pricing.

The Tsaks Consulting UK team will assist with you with the tender bidding process so that you submit a response which is compliant and scores well against all the evaluation criteria.

How we help businesses across the UK with Tender Bidding

At Tsaks Consulting UK, we become your bid team, working with you like an employee or team member to write your bid or tender and ensure it is submitted. Our broad range of services includes:

  • Identifying tender, framework, bids and contract opportunities.
  • Writing the bid for you from start to finish. This includes brainstorming your responses, developing win themes and writing the responses to the individual questions.
  • Reviewing your bid, tender or DPS response and providing constructive feedback and suggestions for improvement. This includes tracking changes and providing additional content.
  • Bid library development, training and strategizing for future bids to put your business in the best position to win.

Strategies and tips for successful tender bidding

  • Tailor your content and response. Don’t cut and paste generic content. The reality is that in order to win a bid or tender you need to write and submit a bespoke response. It needs to be tailored and show insight into the project and the overall requirements. You need to show that you have thought through the project and identified potential challenges. You should also show that you have a strategy to overcome them.
  • Put forward you’re A-team. When it comes to delivering any good or service it’s important to demonstrate that you not only have the resources, but also the team to deliver it. Profile each of your team members and clearly outline the role they will have on the project or contract as well as their experience and expertise. When you are developing their CVs as part of the tender bidding process, tailor their CVS to give it a flavour which reflects your potential client.
  • Make sure you include evidence to back-up everything you write. Procurement teams read through lots of different bids, tenders and framework applications and they have heard it all. They often grow skeptical of what people write and you need to have credibility in their eyes. Therefore, you need to show evidence in order to be credible in the eyes of procurement teams. Our professional bid writers are often asking our clients for examples of more and more evidence when working with them in order to enhance our bids and increase their prospects of success. It’s equally important to quantify what you say in your bid. Stating that you have a 95% client satisfaction rate is better than stating that you have an ‘excellent’ client satisfaction rate.
  • Work off the evaluation criteria and use is as a guide for putting your response together. The evaluation criteria are useful for a cross-check once you have written the response. I.e. when you write your response to a question, read the relevant evaluation criteria and ensure that your response aligns with it.
  • Ensure you comply with the mandatory criteria as well as the compliance questions requirements. From safety documentation, to insurances, you need to comply in order to win the contract. This one is not so much of a strategy as it is a fundamental requirement.
  • Talk their language. It’s important to incorporate the terminology from the RFT or framework application into your tender or bid. In addition, as part of the tender bidding process in the UK, we recommend you review the website of the Council or other government department, review any future plans and overall mission statement, and incorporate these, including the terminology, into your bid.

Common questions our clients ask about the tender bidding process in the UK

Where can I find tenders or frameworks in the UK to bid on?

There a specific portals where you can find contract opportunities across the UK. These include Contracts Finder, Public Contracts Scotland and Sell2Wales. Here at Tsaks Consulting UK, we provide a tender search service which includes us not only identifying suitable tender opportunities but working with you through the bid/no bid process to ensure you only bid for tenders you have a real chance of winning.

What can I do to be more successful at tender bidding and win more government contracts across the UK?

In our view, in order to take your bids, DPS or framework application to a 9 or 10 out of 10, you need to:

  • Provide a submission that responds directly to the buyers’ questions, objectives and requirements. Your response needs to be focused on the client, and what you will do for them.
  • Fill your bid with evidence. From testimonials to case studies and difference quantified information, you need to submit a credible response.
  • Make sure you nail the social value questions and provide a localised response that shows real downstream economic benefits to the local community.

How long does the tender and bid writing process take?

This depends on the size of the tender or framework, who has issued it, and how much work is involved. Here at Tsaks Consulting UK, we have worked on proposals where the tender bidding process has taken over three months, and others which we have completed in a week. It also depends on the value of the contract. If you speak with our team, we can provide you with a free quote and estimate of how long it will take to complete the tender bidding process.

Is it important to incorporate value added services in tender bidding?

Yes – definitely. This is an important strategy to help you win. It’s critical to show the potential client that you are going to give them more than what they have asked for or requested. Bid writing techniques to write and win public sector contracts in Scotland

Winning public Sector Contracts in Scotland

Finding and bidding for Public Contracts in Scotland

Most businesses that are looking to find tender and contract opportunities in Scotland start the process by registering with Public Contracts Scotland (PCS). This is the correct avenue as it lists all of the tenders and contract opportunities that have been made available by Councils, the NHS, housing associations and other public sector bodies. By receiving notifications for PCS, and searching PCS on a regular basis for opportunities, you will ensure that you stay abreast of any opportunities and can quickly assess whether you have the skills and capacity to put forward a winning submission.

Our team of bid writers at Tsaks Consulting, including our Director, Jason Cooney, have been helping businesses both in Scotland, from across the UK and internationally, win public sector bids in Scotland for over 12 years. We have helped businesses and organisations from a range of different industries and understand the procurement process.

Our skillset is transferable and no matter what the industry, our team of bid writers will ensure you submit a compliant and compelling submission. When you approach us for help in finding and winning Public Sector Contracts in Scotland the first thing we will usually tell you is to register with PCS and put together a robust bid/no bid decision process (which we can assist you with of course) to ensure you optimise your time and the result of any bid you submit.

Where else can you find Public Sector Contracts in Scotland?

As outlined above, most contracts are on PCS – publiccontractsscotland.gov.uk however, we believe it’s always a good idea to keep an eye on  Find a Tender and Contracts Finder.

Find a Tender is UK wide and very popular for public procurement. Contracts finder is generally only focused on tenders and England but we have seen some bids related to Scotland and England posted on there from time to time to it’s a good idea to keep an eye on it periodically.

Our tender notification service helps clients in Scotland identify tender and other public contract bidding opportunities and it’s service we provide at an additional cost. There is nothing stopping you from doing this yourself and our team is ready to help you and show you how if that is your preference.

What public sector buyers and organisations procure through the PCS and what types of products do they procure?

Nearly every (well at least most) public sector organisations in Scotland use the PCS for their procurement activities. Examples of public sector bodies that use the PCS include:

  • Local authorities and councils
  • NHS Scotland and health boards
  • Scottish Government departments and agencies
  • Universities and colleges
  • Housing associations
  • Government-backed organisations
  • Emergency services

They post frameworks, DPSs and other contracts which you can bid on.

Techniques you can adopt to win more public contracts in Scotland

Techniques and strategies you can adopt to help you win more public contracts in Scotland include:

  1. List your company through PCS Supplier Finder. When and where there are contracts and bids which are lower in value (otherwise known as quick quotes), many buyers will look for providers on Supplier Finder. By listing on supplier finder, they will see your capabilities and general profile / marketing and will have the opportunity to contact you for your services. The key benefit is that completing even smaller amounts of work for the government or other public sector organisations is very helpful for your experience and puts you in a stronger position when you are bidding for larger contracts.
  2. Tailor your proposal to the public sector and the proposed project. It’s important that you write for the public sector. Public sector organisations such as local Councils in Scotland are very process and compliance driven. They will want to be confident that you are a credible and reliable supplier to select you. Not only that you can do the job, but also that you can follow the processes, reporting and other requirements of the contract. Your bid needs to give them the confidence you can do this and hat you will take a consultative approach to delivering them a quality service. In addition, you need to ensure your methodology, CVs, case studies and bid overall is highly tailored. Procurement teams can easily see through it if you write and submit a generic response which is AI generated or based on general marketing material. You need to tailor your response to submit a compelling submission.
  3. Bid for what you have a good chance of winning and ensure you meet the mandatory criteria. Generally speaking, it’s our view that it’s better to submit one quality bid that you may win rather than three mediocre bids. The reason is because, even if you engage us to assist with your tender, there is still an opportunity cost for your time in providing input and information for any bid and tenders, especially public sector tenders are generally competitive. You need to review the requirements and ensure you have the experience, expertise and capacity to deliver a project. Once you have done that, complete a bid/no bid process and start the bidding process. The idea that ‘you have to be in it to win it’ generally doesn’t apply with tenders as there are strict evaluation criteria and they are often quite competitive.
  4. Build a bid or tender library and integrate software. Our team will help you use technology to write bids more efficiently. We will work with you to create bid or tender library of quality control which you can leverage on in the future. We take a very open book and transparent approach to bid writing and will work with you openly and constructively, including in a shared document, to help you develop a compelling and persuasive bid.
  5. Write concisely and go into detail as required. It’s important not to fill you writing with a lot of marketing fluff and irrelevant or generic information. However, going into detail is also critical and there’s nothing wrong with writing a comprehensive response with detailed information as long as it is relevant and written concisely.

What are quick quotes on the PCS and how can I bid for them?

Where the is a low value project or requirement for a public sector organisation or entity, they do not need to advertise it. They are able to identify and select suppliers through the Supplier Finder directly. If you are selected, you will receive an invitation via email to say that you are selected. When you receive the email, you simply need to login, review the details that they have provided in terms of project scope and the requirements, and then submit your quotation.

There is a functionality called PCS postbox which you use to submit. Of course, our team of bid writers here at Tsaks Consulting is always ready and able to assist. We can also help you optimise your supplier Finder and Alert profiles. This is important as they will generally search based on keywords and you need to ensure you come up as an option in order to increase your chances of being invited to provide a quick quote.

What is an SPD Request?

An SPD (Single Procurement Document) request is used by public authorities or public sector entities to understand and assess how suitable a supplier is. Sometimes, SPDs are a requirement of a notice, and you need to access them through the PCS Postbox. It is relatively straightforward to complete it online / electronically, and you can quickly and easily save your profile for future tenders. This means that as you keep tendering for different contracts or other opportunities in Scotland, you will not need to submit your SPD request each time.

When you are using the online system (Postbox), you will need to upload all of the documents for your bid or quote. You then receive a reference number for your quote or bid, and everything on the system remains confidential. You can amend your submission easily by logging in and making an update or amendment. From our experience, it’s always a great idea to ensure you have your bid finalised a day or two before so as to avoid any potential technical difficulties, difficulties uploaded or even black-outs.

What type of Public Sector Procurement Categories are there in Scotland and how can I win more tenders?

There are four key public sector procurement categories in Scotland. It’s important that you understand the different categories, and also, have in mind or target the types of contracts / categories that your businesses may be able to bid for and win. This depends on your organisational size, the type of goods or services you provide, and your location and presence. The four categories are:

  • Category A: National contracts applicable across Scotland (e.g., stationery, utilities).
  • Category B: Sector-specific contracts for Local Government, NHS, Central Government, and Education (e.g., medical supplies for NHS).
  • Category C1: Regional collaboration contracts, such as those managed by local council consortia.
  • Category C: Individual organisations managing their procurement independently.

When you are considering what contracts to bid for across Scotland, it’s important to have an idea of how you will fit into these categories and the type of clients you are geared towards serving.
